INDECT is a system built to not only control the traffic all over europe but to control the population in general. Most of the marks on the body are made with the same radar/laser/IR-cameras (so blocking those helps a lot...). Everytime you pass a point of recognition (also built into streets and other public places) a signal is sent to the operator/handler. The system is operated by telecommunications, police, military, intelligence services and border control and is obviously also used to harass and torture people in their homes.
